PJM Capacity Demand Response and Emergency Load Response Program (ELRP)

Program summary
Earn Market-Based Compensation for Reducing Load in PJM
PJM Interconnection’s demand response programs compensate eligible electricity customers for reducing load when requested. This page covers PJM Capacity Demand Response and the Emergency Load Response Program (ELRP) in the ComEd, Pepco, BGE, Dominion Virginia, and FirstEnergy Pennsylvania service areas.
How the Program Works
Customers participate through a PJM member known as a Curtailment Service Provider (CSP). Capacity Demand Response resources commit to be available and perform when PJM dispatches load management for grid reliability. ELRP resources may receive event-based compensation for verified load reductions dispatched during emergency conditions. The CSP manages registration, bidding or commitment, dispatch communication, meter data, settlement, and customer payments.
Compensation and Eligibility
- Compensation is market-based and depends on the selected PJM pathway, CSP agreement, cleared capacity value or emergency-event settlement, committed load reduction, and measured performance.
- No fixed homeowner payment is published by PJM; the CSP determines the customer-facing offer and payment terms.
- Eligible sites must be in the ComEd, Pepco, BGE, Dominion Virginia, or FirstEnergy Pennsylvania service area and satisfy PJM, CSP, utility, metering, registration, and performance requirements.
- A battery may support a site’s load reduction only when the CSP and applicable rules allow the configuration; participation is not automatic and equipment eligibility must be confirmed before enrollment.
How to Enroll
Select a PJM Curtailment Service Provider serving the applicable utility zone, confirm the site’s eligible load-reduction capability and metering arrangement, and complete the CSP’s enrollment process. Follow the Battery Incentive Program Enrollment Guide for Tigo enrollment steps. Review the official PJM Demand Response page for current manuals, training, CSP resources, and program requirements.
